NOTICE OF REQUEST FOR PROPOSALS (RFP)
Commercial HVAC System Evaluation, Repair, or Replacement

 

Berea EMS Station – Rash Road

Madison County EMS (MCEMS) is soliciting sealed proposals from qualified commercial
HVAC contractors to evaluate and provide recommendations and pricing for the repair or
replacement of the HVAC system serving the Madison County EMS Berea Station located on
Rash Road, Berea, Kentucky.

The existing HVAC system is a Daikin Variable Refrigerant Volume (VRV) system. MCEMS is
requesting proposals for one or more of the following options:

​1. Repair the existing Daikin VRV system.
2. Replace the existing Daikin VRV system with a new Daikin VRV system.
3. Replace the existing Daikin VRV system with a conventional commercial HVAC system.

Proposals shall include technical information, contractor qualifications, equipment
specifications, warranties, project schedule, and pricing sufficient to allow Madison County EMS to evaluate the long-term value of each proposed solution. Contractors submitting proposals for repair of the existing Daikin VRV system or installation of a new Daikin VRV system shall demonstrate documented experience servicing and repairing Daikin VRV equipment.

The complete Request for Proposals (RFP) will be available beginning Friday, July 10, 2026.
Interested parties may obtain the RFP by contacting the Madison County EMS Administrative
Office during normal business hours. All prospective proposers will be required to register as
Plan Holders in order to receive official addenda, clarifications, or other procurement-related
communications issued by Madison County EMS.

 

A mandatory pre-proposal site visit is required for all prospective proposers and will be
conducted by appointment only on Thursday, July 23, 2026, or Friday, July 24, 2026.
Appointments must be scheduled in advance through the Madison County EMS Administrative Office.

Written questions regarding this solicitation must be submitted no later than 4:00 PM (Eastern
Time) on Wednesday, July 29, 2026. Responses to questions and any revisions to the RFP will be
issued by written addendum no later than Friday, August 7, 2026. Only registered Plan Holders
will receive official addenda.

Sealed proposals must be received no later than 2:00 PM (Eastern Time) on Friday, August 14, 2026, at the Madison County EMS Administrative Office (558 S. Keeneland Dr. Richmond, KY 40475). Proposals received after the stated deadline will not be accepted.

Following the submission deadline, proposals will be reviewed by Madison County EMS
administration in accordance with the evaluation criteria established in the Request for
Proposals. The Madison County EMS Board of Directors anticipates considering the award of a
contract at its regularly scheduled meeting on Tuesday, August 18, 2026.

 

Madison County EMS reserves the right to reject any or all proposals, waive informalities or
irregularities, request clarification or additional information from proposers, negotiate as
permitted by law, and award a contract determined to provide the best overall value and to be in the best interest of Madison County EMS.
